Paste a percent-encoded string. Sequences and, with form encoding on, plus signs are decoded as you type.
URL Decode turns percent-encoded text back into characters. Each %HH pair is one byte and bytes are read as UTF-8, so emoji come back as themselves. Characters that are not percent-encoded, including letters and spaces, stay as they are.
Form encoding reads a plus sign as a space before decoding, which is how an application/x-www-form-urlencoded body writes spaces. Keep URL structure does not change decoding. A malformed % sequence is reported at that spot instead of being guessed.
Decoding runs in your browser and the text you paste is not uploaded. Swap sends the decoded text back to URL Encode when you need to encode it again.
Each %HH sequence is one byte, with hex digits in either case. Bytes are read as UTF-8, so an accented letter or an emoji comes back as the character it was encoded from. Characters that are not percent-encoded stay as they are.
A % that is not followed by two hex digits, or a byte sequence that is not valid UTF-8, such as a truncated emoji or an encoded surrogate. The problem marks that % sequence. The tool does not insert a replacement character.
