URL Encode percent-encodes text so it can be placed in a URL. With the default settings the output matches encodeURIComponent: a space becomes %20, reserved characters are encoded, and emoji are written as UTF-8 bytes.
Keep URL structure switches to encodeURI, leaving the delimiters of a full URL in place (: / ? # @ ! $ & ' ( ) * + , ; =) so an address stays readable. Square brackets are still encoded, because encodeURI encodes them. Form encoding then writes each space as +, matching an application/x-www-form-urlencoded body.

It rewrites characters that are not allowed raw in a URL as percent-encoded UTF-8 bytes. A space becomes %20 and an emoji becomes the byte sequence it occupies. With the default settings the output matches encodeURIComponent.
When the input is a whole URL and you want the scheme, slashes, query marker and hash to stay readable. The option uses encodeURI. Square brackets are still encoded. Use the default when the text is a single query value.
It writes a space as + instead of %20, and on decode it reads + as a space, matching an application/x-www-form-urlencoded body. A literal plus stays %2B unless Keep URL structure is also on. With both on, a plus is left as-is and decode reads it as a space.
