CSS Beautify reprints a stylesheet so each rule is easy to scan. The opening brace stays on the selector line, every declaration gets its own line indented two spaces, and the closing brace sits on its own line. Comment text is kept as written.
Quotes, comments and parentheses are tracked, so a brace or semicolon inside a string or a comment does not change the structure. Selectors such as a:hover and functions such as url(http://example.com) keep their internal colons. The formatter does not decode escapes or evaluate expressions.

No. Names, colors, numbers and function names are copied as they are. The edits are line breaks, indentation and spaces around the property colon and around commas. A colon in a selector, such as a:hover, does not gain a space.
An unclosed string, comment, block or parenthesis is reported at the character where it starts. A stray closing brace is reported on that brace. The tool does not guess a fix, and it does not decode backslash escapes outside a string.
